Federal Approval for Commercial Operations: Zoox Enters Paid Service Phase
U.S. autonomous vehicle company Zoox has recently received a waiver from the National Highway Traffic Safety Administration (NHTSA), becoming the first company authorized to offer paid robotaxi services in the United States. Currently, only Las Vegas, Nevada, permits Zoox to conduct commercial operations, making it the first city in the nation to allow paid autonomous driving services.
Zoox’s robotaxis are purpose-built electric vehicles without steering wheels, accelerators, or brake pedals, relying entirely on sensors and algorithms for autonomous operation. The vehicles can complete passenger transport tasks without human supervision, marking the transition of autonomous driving technology from the testing phase to commercial application. The NHTSA waiver requires Zoox to comply with specific safety conditions, and at present, only Nevada has completed the necessary regulatory framework to allow the company to provide services in Las Vegas.
Safety Testing Framework Emphasizes Systemic Improvements and Transparency
Zoox has simultaneously released a detailed safety testing framework covering three pillars: hardware, software, and operations, aimed at systematically analyzing failure root causes and implementing improvements. The company stated that this framework is not only designed to ensure passenger safety but also to enhance transparency in its safety measures, allowing the public to understand its technology and methodology.
In terms of hardware design, Zoox employs redundant structures and sensor configurations to ensure basic functionality is maintained even if a single component fails. On the software side, the company continuously optimizes algorithms to handle complex road conditions through extensive simulation testing and real-world road tests. The operations pillar includes remote monitoring, emergency response procedures, and regular maintenance mechanisms to ensure the reliability of the fleet during actual operations.
Zoox emphasizes that its goal is to make its vehicles’ decision-making capabilities surpass those of the average human driver. However, the company also acknowledges that autonomous driving systems cannot guarantee zero errors. Therefore, the focus of the safety framework is on deeply analyzing the root causes of failures rather than merely addressing surface issues. While Zoox has not yet indicated whether it will publicly release the results of its safety testing, this framework is seen as a critical step in building public trust.

Currently, Zoox only offers paid services in Las Vegas, with Nevada being the only state in the U.S. that permits the company to conduct commercial operations. Las Vegas is one of two cities where Zoox’s pilot program is active, though the other city has not yet opened for paid services. Zoox stated that it plans to gradually expand its operational scope based on safety testing results and regulatory requirements but has not disclosed a specific timeline or target states.
