Tesla to Invest $10.1 Billion in Solar Cell Factory Near Houston

Tesla has confirmed plans to invest $10.1 billion in building a solar cell mega-factory, 'Project Crystal Sun,' in Richmond, Texas, approximately 40 minutes from downtown Houston. According to documents prepared by Tesla through Kroll Tax Services, the factory will cover the entire solar cell production chain, including wafer manufacturing, ingot production, coating, metallization and printing, cell testing, automated material handling systems, cleanroom infrastructure, and chemical storage.

Tesla plans to construct the factory from 2026 through 2028, with commercial operations expected to begin in the first quarter of 2029. Upon completion, the project will create 9,712 permanent jobs and provide 1,147 jobs at peak construction. Tesla states that this initiative aims to advance its vertical integration strategy and respond to U.S. government tariff policies by relocating solar cell production back to the United States.

Sources indicate that Tesla is still evaluating alternative locations, potentially to negotiate more favorable state incentives. Of the total $10.1 billion investment, $1.5 billion will be allocated to real estate, while $8.6 billion will be directed toward equipment and other personal property.

Tesla and SpaceX are collaborating on the TERAFAB project, planning a $20–25 billion investment to produce AI compute chips, with an annual production target exceeding 1 terawatt—more than 50 times the current global annual capacity of 20 gigawatts. Elon Musk, CEO of SpaceX, described TERAFAB as 'the most epic chip building exercise in history by far' and referred to it as 'the final missing piece of the puzzle.'

Musk stated that TERAFAB will produce 100–200 gigawatts of terrestrial compute chips, primarily for Tesla’s humanoid robot, Optimus. Additionally, 80% of the chips will be used for orbital AI data centers to support SpaceX’s space infrastructure. Musk emphasized that existing supply chains cannot meet the demands of Tesla and SpaceX, necessitating the construction of TERAFAB to achieve the goal of producing 1–10 billion Optimus units annually.

The scale of the TERAFAB project has drawn significant attention. The global surge in AI infrastructure demand has led to a shortage of chip equipment, even affecting production costs for products like Apple computers. However, Musk’s artificial intelligence company, xAI, previously overestimated demand and overbuilt data center capacity, ultimately leasing excess capacity to competitor Anthropic. Optimus Robot Market Prospects Remain Unclear, Project Risks Spark Discussion

Tesla’s humanoid robot, Optimus, has yet to hit the market, and its demand remains uncertain. Reports suggest that Tesla still relies on remote human control to demonstrate Optimus’s capabilities, highlighting limitations in the robot’s practical applications. Despite Musk’s repeated emphasis on Optimus as a key to an 'age of abundance,' market observers remain cautious about its commercial prospects.

The scale and objectives of the TERAFAB project have led some analysts to draw parallels with Tesla’s past high-risk investments. Tesla’s Full Self-Driving (FSD) system continues to face technical challenges, and unlike competitor Waymo, which achieves autonomous driving through lidar, Tesla requires significantly more chip and data center resources. Musk has frequently mentioned his vision of an 'age of abundance,' where robots and AI replace human labor to create a free economy, but the feasibility of this goal remains in question.

The TERAFAB project is seen as a critical step toward Musk’s vision of making humanity a multi-planetary species.
